well first talk to him.
then once you guys are on the terms of talking daily ask him if he wants to go to dinner or a movie, or a school football game.
if he says yes then do so and tell him you had a great time and you can ither ask him if he wants to do something again or wait until he asks you

talk to him and try telling him he looks nice today then just offer him things like when he says i need a pencil or a pen tell him i have one then lend it to him then after class walk with him and tell him how you feel about him and see what he says you might be a bit nervous to tell him but believe me its all worth it

After class, go up to him, smile and ask him something about the class homework or something....then ask him about himself, what he likes to do, what other classes he has......
