Every martial art is effective and every martial art is ineffective, because it is not the style, it is the practitioner. In order for a style to be effective then you have to know how to properly use it. If you take the time and effort to learn the style and use it properly then you will be effective.

Combat Sambo employs more striking and ground fighting techniques of the Judo and Karate aspects in the the Russian versions of this Modern Combat Martial Art.
But it is as effective as any other Martial Art since it uses the combined elements of Karate and Judo.
Sambo is an abbreviation of the full name which literally means "Self Defense without a weapon."
So since Combat Sambo is a more agressive version, yeah I would say that it IS as effective as any Martial Art, but not any more effective.
