Halloween is short for All Hallows eve. It's the evening before All Saints Day, November 1st so that's October 31st. It's all evening, usually sundown to midnight. Keep black cats indoors, watch young children and stay out of the woods where goofy Satanists might be gathered.

It is October 31. A lot of places trick or treat on a different night to make it safer for children, depending on whether if falls on a week-end, interferes with school, etc.
