As far as I know and what those history reports tell you is whether or not it had been in a severe accident...Minor fenderbenders don't count. Whether or not the odometer was rolled back. Whether or not fire or flood damage. Carfax does report previous owners and where they were at. You shouldn't have too many issues with your vehicle being a rental (unless rented by me of course) The companies of course maintain those cars to the T. My car was a rental in Hawaii still under factory warentee when I bought it and the only problem was the passenger seat was rusted stuck due to salt air and it got fixed when I bought it, also a half-assed repaint on the right rear quarterpanal. other than that and minor electrical problems due to chrysler's inability to wire a car correctly. But to answer your question It is legal as far as I know for a dealer not to give you that information. Now, a dealer cannot deny you a vehicle hisory report most will do it on the spot if you ask for one.

Hi, I live in Australia and I am not familiar with American laws but I found these sites for you. From what I found It seems like it's up to you to check before purchase, which I think is totally wrong and immoral (but when have car salesmen been known for that).

Most rental cars are maintained way better than most people take care of them. We've knowingly bought 4 cars that had been rentals and all were great cars. Still have 2 of them.

Probably legal. It's USED. Who cares who used it. Rental agencies take better care of their vehicles than most people do anyway.
It's rare that they are abused.
