Well I like a shy guy i can tell he likes me because he stares at me and stuff like that. But he hasn't asked me out yet.The past few days I haven't seen him and I want him to ask me to a dance.What should I do becasue I haven't seen him between class and I can't wait anymore.

Your situation sounds like mine, except im the shy guy in the story. My advice is this - If he doesnt do anything, do give him signals that you want to go with him.
Ask him if he's going with anyone, and subtly tell him that you aren't but would like someone to ask (hint that its him); give small physical signs like touching his arm or sitting/standing close to him; look into his eyes and smile. If he looks at you, dont break the eye contact first, it'll make him think you dont even want anything to do with him. Basically just shower him with attention you wouldnt give anyone else.
One of the things that is prolly in his mind is 'I'm not good enough'. Im trying to fix that part of me, but to counter that, make him feel that he is.
If those signs fail due to thickness/shyness...act first ! Ask him if he's that shy. The world's changed, its acceptable for the girl to be the first one to move now. If he's worth it, heck, shoot for it before you regret it.

You should show some interest in him. Just talk to him. He probably can't tell you like him, and doesn't want to stick his neck out to be chopped off by a turned down offer.

Just go for it!!
if he is shy ..then try to talk to him and break the ice..
ask him if he is going to the dance...and if he says yes..ask him if he has a date....and if he doesn't have ...
maybe he'll take this opportunity and ask u..but if he doesn't....u ask him....

go up to him, and ask "Will you go to the dance with me?"
if he says no(not likely)say ok and walk away,if yes...then you got yourself a date! : )
