Behind the scenes is different. Grievances affect public officials, which in turn affect ELECTED officials. A cop can make ALOT of ppl look bad if they act out.

When a complaint is filed, no matter how stupid, it is investigated.
This may mean a change in duties (from street to desk) and a lot of additional stress for the Officer.
Even if the complaint is found to have no basis in fact, it's still a pain for everyone involved and costs a lot of taxpayer money to investigate.
So next time you hear of someone who was killed by a drunk driver, or injured/died because the Police couldn't get there in time...think about the Officer who wished he could have caught that drunk or responded to an altercation; but was sitting at a desk writing reports because some self righteous criminal filed a bogus complaint against him.

Cops are always under scrutiny. Any grievance is a problem. Even the most obsurd are problems as they must be investigated and investigations find things, sometimes, they are not looking for.
People are human and make mistakes, cops are people. A mistake can cost them their job and if you look hard enough, long enough at anyone, you will find mistakes.

First they don't get alot of breaks, and yes the grievances do effect thier promotions and transfers.

And internal affairs never give them a break, if anything they violate the officers rights if they can.

but mostly is that about 80 percent of the complaints are normally untrue, so the officer has to waste his time defending hisself against things that never happened.

Because when cops are accused of wrongdoing, society gasps. We put our faith in them and our very welfare in their hands. No one wants to combine heroes and villains.
