You mean why do men get a tummy more than women, Right?
It is the way we are made.
Men get what is commonly called a beer belly which is actually a risk factor for Heart Disease as it effects the BMI (Body Mass Index).
Women on the other hand tend to put on weight in other places

Men tend to the apple shape where their fat goes on around the belly since that is where the empty fat cells waiting to be loaded are most common. Women tend to the pear shape because their fat goes onto their butts because that is where their waiting empty fat cells tend to be.

because usually most of the man used to sit a lot either in their office or shop depends on their profession .whereas most of the women used to be in their home doing lot of physical house hold work.and burn their calorie
