O he is shy... Then go to kiss him but don't kiss. Let him finish the kiss.
Or you can ask, "have you ever kissed a girl?" Then if he says no say, "Do you want to kiss one now?" and look into his eyes while biting your lips.
If he said yes or why. Then ask, "Do you wan't to kiss me?" The answer should tell the rest.

It's best if it's 2 people kissig each other - not just 1 kisser & 1 kissee.
So try taking the lead & see if he bolts, or if he returns the kiss.

If you are into him and he's into you, just lean in for a kiss the next time you both are close and you are feeling it. You may need to just go ahead and kiss him if he won't meet you half way.
