Yes they can. When a person takes medical leave, there is no guarantee that their specific position will be available for them upon return. The only thing the law requires is that they offer you employment of some kind.
Besides, they probably had to hire someone to replace you, as restaurants need managers to function.

if you were with the company for more than one year and were out on medical leave, doctor approved, then they MUST give you your job back or a job or equal or higher standing. The CAN NOT make you take a lesser job or a paycut just because you were out on medical leave. it is against the law and the family medical leave act.

Yes they can. That's why they're the boss and you're the employee. Now you either have to accept this for what it is, or quit and go elsewhere.
