I have 2 great books for you to read: "Parenting the Hurt Child" and "Adopting the Hurt Child" by Keck.
While the delays your child has experienced may not be from the same reasons, the books do give advice about what to do.
Basically what needs to be done is the child needs to experience the things that he missed. You can help with this by figuring out which age level he is at and then doing things with the child that a kid at that age would do. So if playing with toy cars and blocks is what kids at that age would do then he needs that. Then he can move past it and grow. He needs hugs and other things like that. When he makes a mistake you need to treat it like he is much younger. It is a slow process but it does work.
Good luck.
