Most people that quit, quit becasue they have to not becasue they want to. Like they get a job where they have random testing or they go on probation where they get tested or they get a new girlfriend that is against smoking pot and just prefer to quit as opposed to the hassle of hiding it on her.
I'm sure that there are other reasons too.

Because they probably got arrested or lost their family due to being stupid and the people that still do it are to dumb to stop and they will be dead soon Any way so who cares.
