If you rank armies by resources the answer is easy. Ranking by overall competency it is very difficult. I think I would rank the Turks first (excellent ground forces, commandos, paras, airforce, but not so hot on the naval side) and the largest army in Europe. Next, the Brits, but too small. Germany hasn't had much practice recently. I wouldn't rate the yanks at all. It has all the resources that the wealth of the US can buy, but it seems to me that it lacks appropriate training.

this is a good question, all very relative

if you talk about amount of funding and spending, the US spends gazillions of tax dollars a year and rising

if you talk about efficiency and training or the most committed, I'd say the French Foreign Legion who are the real mercenaries and are comfortable with that, paid security and killers for whoever lines thier pockets and wants job done, they are in worst places in the world and know how to conduct themselves

If you talk about peace keepers or winning by not causing bloodshed, I'd say Japan with thier super armored vehicles and simply coming upon request not invasion

if you talk about marauders and ruthless killers, look in Darfur, Isreal or Korea
