No, they believe all nonbelievers are guilty until converted. Then follows a brief period of grace before their guilt reasserts itself.

Everyone is guilty till proven innocent in my book, especially in criminal law. Too bad America is so stupid to give criminals more rights than victims. But in the end, God will have the final say and the highest court justice in the land cannot do a dadgum thing about it.

Back to the question, non-believers are guilty until proven innocent. Without Jesus, a person is lost.

Everyone deserves death from day 1 because of sin. Thankfully God has grace for those who choose to believe in Him.

Rom 3:23 For all have sinned and fall short of the glory of God.

Rom 6:23 For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord.
