It means that if you are a CHILD OF GOD (saved person only) that all you have to do is ask for the things you need or desire. i.e If you have a need for food, ask Him to provide for that need. He is not going to provide you with a toothpick if your need is food.
But with this, we need to remember that God answers our prayers (whether it is needs or wants) in HIS time, not ours.
