I live in Vancouver, BC and know that this is very true. I believe the illegal Honduran immigrants we get are those who were previously in the USA and just prior to their being deported from the USA, they run on up to Canada. The problem is very bad in the downtown eastside. There have been articles in the local papers about it and on the local TV news. Below is a letter a Vancouver police officer wrote to the Honduran news back in 1998 and things haven't changed since then. The article is found at:

HONDURAN DRUG DEALERS IN CANADA
Dear Editor:
I am a police officer in British Columbia, Canada. In the past two years we have had an influx of dozens of Honduran refugees. Unfortunately, the ones we are receiving, or at least coming to police attention, are those bent on selling crack cocaine.
Two years ago crack cocaine was not a known drug to our community; marijuana, heroin and at times LSD were the only narcotics that were prevalent on the streets. Then came crack a narcotic that in my 17 years is the most devastating, injurious drug that we have ever seen. The people who quickly become dependant upon the drug spiral into the world of doing nothing short of selling their soul, everything they own, and in the process doing whatever damage they have to within the community to get the next hit.
Interestingly, with other narcotics we are used to the sellers being addicts selling to addicts, but with crack the only sellers we deal with are Hondurans who we never find high on drugs or alcohol.
Canadian Immigration reports that of all the Hondurans who claim refugee status, only 5 percent ever attend their refugee hearing. The rest stay illegally on the "lamb."
I write this letter not in anger nor in frustration. I know well that the citizens of Honduras we in the police community are dealing with are not a reflection of the typical Honduran who migrates to another country; however, I humbly ask, "why?"
Why are we getting such an influx of people bent on criminal activity? We have arrested many boys and girls 12, 13, 16-year-olds that I can only speculate that some parents are blindly agreeing to some sort of immigration (plan) for their children by someone promising that their offspring will find the land of milk and honey. soon bringing over mom and dad.
I respectively ask this question without intent to insult nor harm any of Honduras' citizens.

The PROBLEM is with all those Vancouverans (ites? anians?) buying drugs. No market, no problem.
It's true, also, in the US, Great Britain, France, Germany, Spain, even in Honduras. Find ways to combat the USE of drugs and the market dries up.
Okay, I know I over simplified the sitation, but you spoke of government lack of response, but, clearly, history shows the governments throwing money away at the wrong targets. Perhaps the Vancouver police realize this and are directing efforts at fighting even more dangerous crime.

well how do you know that they are selling drugs??not every minority that stands around in big groups outside are selling drugs...and how do you know they are illegal?? if the police station is right there and they have no problem with it then maybe its because they have already talked to them and found out they are legal or maybe the police bother them everyday and they always find out that they arent doing anything wrong... the only way that i would start to worry is if you start to have a lot of crime or something i guess

so, write your city officials and representatives etc. Let them know your opinion on the issue, probably wouldn't hurt to drop a letter to the newspaper about it.

Why are you guys buying the drugs? Simple economics....No demand......no need for the supply!.....No supply...no drugs!
.......but then again.....no drug sale...no drug busts for the DEA and police to get their 'CUT' of the drug bust!!!!
