I've tried adding Vitamin E to his diet, it doesn't seem to be helping. We have also tried an oatmeal shampoo, but to no avail.

He was just at the vet today, so it's not mange. The vet told us some dogs just have dry skin. AHHHHHHHH. $40. office call to be told basically just deal w/ it! We feed Iams & use daily supplements (Missing Link, Pet Tabs).

Dry skin can be caused due to many factors. Since you have ruled out mange, here is my advise.
1. Omega 3 &6 oil combo. Look up something called Grizzly salmon oil, or get EFA from Wysong.net. They work miracles.
2. Take a good look at your dog shampoo. Make sure you use a quality dog shampoo and condition when you shampoo. I think very highly of plushpuppy and chris christanssen products. Chris's products are comparable in pricing to anything you'd get at petsmart.
3. Brush with a soft brush daily to stimulate oil production.

The best answer would be to take him to the vet. It could be numerous things.
Bathing a dog every week dries out the skin. He could be allergic to something. The best thing to do is see a vet. If it were you with the problem you would see a doctor, so what's the difference?

Add Omega fatty acids to his diet. These are oils derived from salmon and they are widely used by many women to help get beautiful hair and nails. Check with the vet first, you want to rule out any health issues before adding anything to your dog's diet.

Fish oil. A wellness check done by the vet is is order too. Some diseases present this way.

Maybe it's his food. That happened with my dog he was eating purina at first and the vet recommended IAMS, now his coat is flake free, really shiny and so soft.

use an oatmeal shampoo or a medicated shampoo when bathing,do not bath him more than once a month,brush daily to remove dead skin and to stimulate circulation
