It's all in the power pushed, strength of the magnet, winding of the coil, wire structure, basket design and cone material that makes a sub "hit hard".
Find how many watts you want to push, then get an amp and sub that puts out what you want. A good starting point is 400 total watts RMS (200 watts RMS X 2).
Oh, the box type/design is perhaps THE most important aspect of the audio experience. The wrong box will make the "best" subs sound like crap. The manufacturer of the subs should have suggestions for box type with dimensions.

amount of power supplied,, properly designed box ,and sub quality are the determining factor in this...i have had systems with 2 -mid level 12" subs outperform 2 15"s and even at a couple spl competitions were louder than this dude with 4 15's...i had the right power and box..good luck
