How about taking some ideas from those carnival stand games.
Like the rubber ducky game where each duck has a different color sticker or paint on its underside & each color means a different level of prize. You can get cheap & cool prizes from the dollar store & all the kids can take turns. That way everyone wins.
OR
Racing across the backyard with an egg balanced on a spoon. Whoever makes it across first without breaking it wins (not counting dropping it though) have diffrent prizes for 1st 2nd & 3rd places.
OR
Buy one of those cheap toy reel & fish set. It uses a magnet to catch different colored & numbered fish. Each fish means a different prize or candy.
OR
Even if your budget is limited do a paper airplane designing & flying contest. Give them a few options of how to make paper airplanes, you can use brightly colored paper & have a line about 10 feet away & whoevers airplanes make it across the line gets a prize
OR
A scavenger hunt that is limited to the back yard & the inside of your house. (But that would require parental help if the kids aren't old enough to read yet)
OR
Get out a bunch of balloons with slips of paper with different numbers or colors slipped inside before you inflate them & of course each number or color corresponds with a prize. The kids have to sit on the balloons to make them pop to find out what prize they won.
My suggestion would be try to have each kid win atleast twice so that no one feels left out. Kids love candy & prizes!
Hope I could help & Good Luck!!

Fill a room or backyard full of balloons and let the kids go wild in them. They will love it, I have done it several times in our basement. Good for all ages, just watch the smaller ones if bigger kids are playing too.
