I'm assuming you mean regional & language options
1st tab is regional options ,change address bar to English UK
bottom bar (regional ) to United Kingdom
2nd tab is languages (don't need )
3rd tab is advanced
the drop down needs to display English (United Kingdom)
then at the bottom of page tick the box Apply all setting.....

It sound as if you are using IE beta 7. Close the tabs by clicking the cross in the corner. It will also help if you do not use text messaging when troubleshooting computer problems as the meaning can be very different.
