hehe that's just a way of writing a happy face, when people smile, their eye's squint like in the anime shows, therefore looking like ^^

the western equivalent is :) smiley face.

It doesnt mean anything. They're just aphabets...

In korea, ㅆ is a consonent that has a strong "s" sound...

but the useage of ㅆㅆ was popular for emotions i guess...
