Parent if you are addressing only one parent. Parents if you are addressing both parents. If you aren't sure = Parent(s). If you are addressing all parents of children in a classroom for example. It would be Parents.

If you address father or mother, or both of them, of a child, it is correct to address as "Dear Parent". However when a School Headmaster address a general letter meant for the parents of all the children, then it may appropriate to address "Dear Parents".

If the letter is addressed to both parents, than it would be parents.
If the letter is addressed to one person in particular, or if the parent is single, it would be: Dear Parent.

for institution parent is right and for living beings parents. If u r addressing an institution then dear parent is correct and vice versa.

I think Dear Parent is appropriate, you are addressing the reader, and one reads it before the other.

Dear Parents is correct. (I assume that you want to adress both parents). If you want to adress only one, Dear Mummy or Dear Father is better.

Both, depending on whether only one of the parents is addressed to or both jointly , or it is the parent community entirely !
If the idea is to address individually to both, the the names are mentioned at the top, and addressed in singular.

Dear Parent sumhow sounds much better and it is whats usually used on circulars n memos..
