God is very kind hearted. He probably knew what was coming. He knew that the only way muslims countries could earn some cash is by oil. The stupid leaders would spend all the little resources that was there for forcible conversion of others to islam, brain wash their youth etc. If they didnt hv oil they would starve as the leaders would not allow the public to apply their mind in some usefull occupation.
Foolishly still after all the back lash against islam worldwide and so much of hate they still spend this money in funding terrorism and brainwashing youth when they should be using the cash to exterminate it and improve the image of islam and reform it to remove the clauses of jihad, death to non believers, stupid laws like an eye for an eye etc, giving more rights to women. (even if they r misquoted texts they should spend some effort in reforming and re-writing those texts so as that no one is offended and terrorised by islam and it doesnt become a menace to society.)

In a secular context, most of the old world have oil, processed in the lands through the centuries. Not surprisingly, the old tribes that have remained now enjoy the providence of science affording them this extraction. Were colonists from the west have remained, the beneficiaries would tile in their favour.
Of providence and pre-ordained acts through religion, is of a non-issue since the acts would not guarantee a place promised to them, but rather in the acts prescribed for the redemption of the notion of the soul, spirit or being. Readings taken from Koran or Bible interpreted in its different ways, usually attributes such providence with conditions or a price paid sooner or latter.

We pay Zakat tht is alms to the poor, or in simpler english we are supposed to donate 1/3 of our income to the poor. We believe in giving alot of charity not by holding charity fashion shows or concerts, but by paying from our own pockets.So in our religion we believe if u give once ,God will return what you've given but this time, ten times more:) Hope tht answers your question
