You can, but it will be tough. You need to pay the bill. The effect on your credit report is going to cause your interest rates on any home you buy to be much higher than rates for a consumer with no open collection accounts. Why would a mortgage lender want to give you a good rate, or a loan in general for that matter, when they can clearly see in black and white on the credit report, that paying your debts isn't the most important thing to you. You can't blame them right?

You must pay your unpaid balance no matter where you go.
or otherwise COX will report this to any Credit Agency which will lower you credit score.

Nope, you can start a new life with your family without paying your bills. Although, you may have a problem getting a house or apartment depending how bad this hits your credit report.

If they have any kind of information to pull your credit or send you to collections they will for an unpaid balance. Its best if you call them and try to work something out.
