Fair enough, but what if they look 13-15?

That really depends what the images are going to be used for.
Because of the conservative political atmosphere, in America, it is probably NOT A GOOD IDEA to use women from the states, even with 2 forms of ID, who look under 18, for erotic photo shoots. Be VERY careful about using the words "teen" and "young girl" and those types of words.
... unless you really want to have all your records examined by the feds!
If it is purely for nonnude fashion use... then you're VERY safe.
If it's for promotions- handing out samples and such-- then you're also VERY safe.
Otherwise, for pretty much any other use, USE CAUTION.
If it is nudes/erotic NOT for ANY form of distribution- like your personal "book of hot women"-- then you're probably safe (just make sure and look at their IDs).
Personally, if I were a photographer in the current USA political atmosphere, I wouldn't be shooting models in erotic poses who are under 21.
Also- if you do shoot models- be sure to pay them something. It makes the model release legal and it will avoid you a ton of headaches and drama!
