So lets say my friend is dating a 14yr old, but the legal age of consent in his state is 16. But he also knows somebody at the Kazakhstan embassy, a country where the legal age of consent has been recently raised to eight years old: if he takes his 14yr old girlfriend onto the Kazakhstan embassy's lawn and has sex with her there, is he committing statutory rape?

There is a new federal law that makes it illegal for a US citizen to engage in improper sexual conduct on foreign soil. I wonder if this would apply to conduct on embassies.

I, like most here, am not an expert on international diplomatic law, but I can tell you it is a federal offense to take a female across state lines for sexual purposes. So, even if the Embassy protects him, as he crossed the Embassy line, which if the Embassy is foreign soil also thus constitutes a state line, he comitted a Federal offense, and can be arrested and tried for it -- if they can prove he had sex with her -- when he comes back.
I say, if the 14 year old is willing, let him go. There is a thing in this world, that though rare, is true justice. If this dirt bag does this, he will go to Federal prison, and the tough guys there will have no compunction about using him as a honey.
Ask a prison guard what that entails. Hee, hee!

It's rape. Both participants in the fornication are American citizens. They may be shielded while they remain on the emabassy grounds. But he will be arrested as soon as he goes for a walk in U.S. territory. (outside the embassy compound). The ambassador is unlikely to allow the couple to take sanctuary in the embassay and bring that embassy, ambassador, and country embarrasment.
The U.S. has legal jurisdiction where an underage female complainent avers intercourse by an American citizen male while they were out of country (e.g. Mexico etc.), and the defendant male is arrested on U.S.A. soil.)
Public fornication is not a sport in Kazakhstan. Mr. Sasha Baron Cohen a.k.a. "Borat' , & 'Ali G." is a comedian and not a serious reporter. What he reports is intended to be humor and farce, and not to be taken as fact. (he is no dummy he is a Cambridge University graduate). But most of his reportage of Kazakhstan has no basis in fact. the Kazakhstan governments threats have played into his hands and given him millions od $ in free publicity. they could have done much better with a series of ads humorously refuting his allegatios, inviting him to visit the country and then paying him to tearfully recant in another series of ads. It would have put Kazakhstan on the map in a positieve light and done woders for potential tourism. No they threatened to sue for libel. (which has a slight chance of success and if so a good chance of a minimal award in damages from an English court if they were to succeed with the action.), and gave millions more in free publicity.

Sasha Baron Cohen has destroyed the reputation of Kazakhstan. Aside from the fact it's a dictatorship, it's -- OUR dictator. A friend. They are moderate Muslims. They don't speak Russian, they speak Kazakh (unless they went to a Soviet school and university).
Diplomats have diplomatic immunity. If they commit rape, they will be prosecuted this way: the State Dept. will ask their Ambassador to waive immunity. If they commit a crime, and their Ambassador does not waive their immunity, they will be declared persona non grata (deported) and probably tried and executed back home.

she is not from that country and there for they can go after him.I somehow doubt that the said country wants to be in a battle with the us since they do have a record of invading countries and then asking questions... and i don't think any country can consider having sex with children is a sport let alone normal behavior...
