In many British police stations, prisoners have their shoes confiscated or else they are required to leave them outside the cells.

I suppose a key reason for this is to prevent them from hanging themselves with the laces. However, I understand prisoners in some police stations, detainees have been required to remove shoes without laces. Is this to prevent them kicking or getting the cell dirty?

All prisoners and detainees are assessed at the charge bar. But regardless of their vulnerability, all prisoners are required to take off their shoes etc. For no more reason than for their personal safety.

It is all part of ritual humiliation, same as handcuffs etc.
If someone is made to feel insignificant and worthless they are much less likely to give trouble and insist on theit rights.

At my PD we have them take off their belts and shoes. And yes it's so they cannot hang themselves.

Cops try to mimimize the chances of anything being used as a weapon.
