build the rocket out of the kind of tube that wrapping paper comes in, being sure to minimize weight in order to get the rocket up to 850 feet with "D" size engine or better

to get the long flight time, you may have to have a glider descent design, where instead of a parachute, the payload will be attached to a plane that flies downward.
