This is where self fulfilling prophecies probably work more often than not.
Personally I never have a clue. So I do nothing but be nice back. Then a little later the girl will barely speak to me. And then I realize she was expecting me to make a move the whole time.

There are many ways. If he flirts with other girl and she gets J thats clear indication.

If her conversation is just general then she is nice, if it becomes more personal then she might be interested in him
