First, is his litterbox clean? If so, then you could be right. One of my old boys decided to 'protest pee' when I got a new kitten. He whizzed on the dresser in the bedroom. Talk about tough to get clean! Watch and see what the dog does when the cat goes toward the litter box. He might be trying to play with the cat and makes the cat think he can't get to the box. I've seen that before too - the cat thinks he can't get to the box for the dog, so he finally just goes where he is. It might help if you paid a bunch of attention to the cat when he does go where he's supposed to, like good kitty, here's a treat, and pet him a bunch!

Probably the problem.
I know someone that had a cat that started peeing all over the house after her loser boyfriend moved in. This guy hated cats and she was too dense to realize what the problem was. I haven't spoken to her recently because of the loser boyfriend and the fact that she had the cat put to sleep because of this.
Guess she would rather be slapped around by some guy than have her furry friend.
I was disgusted at her actions!

Probably -- and for several reasons --

1. The cat could be distressed and nervious.

2. The cat is letting the dog know his territory by pooping and getting his smell everywhere. That's the way they do it in the wild!

yes the cat could be very upset about the dog. but are you sure it isn't the dog digging the poo out of the litter box?

yes that would deffinatly stress the cat out. try and keep them separated for a little while and then slowly introduce them.
