it's 011 (country code) (area code removing any zeros at the front) number

e.g. calling London, UK

00 or 011 then country code, then area code, then phone number....

for example, from Canada to Venezuela you will dial 00 58 416 4703135 or 011 58 416 4703135 depending on your telephone service provider
