SKYPE has a promotion going on right now. You can use SKYPE to call any phone, whether computer based, or ordinary landed line phone - anywhere in the world - for free - up to the end of this year.
I have been using it to talk to relatives in Asia, UK, and Canada.
You have to go to www.skype.com, and download their application.
It works very well, sounds are clear and contiguous, and if you have a webcam, video is possible.

I haven't found one yet, but Skype does really good computer-to-computer calls for free, and they have really good international rates.
