For the time being, Satan is in control of it. Jesus awaits a time to return and reclaim it. Until then, you have what you see in the world, men trying to control the planet and making a mess of it.
Jesus watches after His sheep, and is preparing the world for the destruction of the Great Tribulation. Even now Satan prepares the armies to fight against Israel. His desire is to make God out to be a liar, but all his plans will come to ruin, as was prophecied.

God has given the world to Satan to rule until a time appointed. In the beginning the world was given to Adam to rule, but Adam lost this privilege when he disobeyed God. When Christ returns, He will bring it back to Adam. Then Adam will subjugate every thing under his power.

Temporarily, the whole world is under Satan the devil's control as seen at 1 John 5:19--"We know that we are children of God, and that the whole world is under the control of the evil one."(NIV)
2 cor 4:4--"in whom the god of this world hath blinded the minds of the unbelieving, that the light of the gospel of the glory of Christ, who is the image of God, should not dawn upon them." (ASV)
God is allowing Satan to be god of this world for a short time longer and then he and his demons will be done away with.
