I understand what it is like to want a pet and the land lord says no!
I feel in these cases it would be best to save you a lot of heart ache and the dog heart ache by simply waiting until you can move where they allow pets.
In truth, I have met very few small dogs that didn't bark, a lot for one reason or another, especially if you have a lot of neighbors that are coming and going in close quater.
I would say the datsun was one of the least barkers of the small dogs I have worked with or been around. A datsun, however, will protect its turf and bark if there is a lot of foot traffic in your building.
Also, it is just hard to tell for sure. Every dog has a different personality.

It's a really bad idea to have a dog in a building that does not allow dogs. First off, how are you going to walk the dog? Even small dogs require outside exercise. Even a tiny Chihuahua is going to get bored looking at the same 4 walls every day. Secondly, most hidden pets eventually get found, and then what are you going to do? Either you will have to break the lease, and move out, or find the dog a new home. Either situation is not a good one. So many dogs are surrendered by their owners every day because the owners don't have a place to live, or have to move, and at my local animal shelter 80% of the dogs that pass through there are euthanized (put to sleep) because there are no homes for them. Thirdly, even the quietest dog will bark sometimes. It's in their nature to bark. Even the Basenji, noted for it's lack of a bark, will make a yodeling sound occasionally.
Fourth, how will you get the dog out of the building if it needs to go to the vet? How will you sneak pet food and supplies in? There is at least one neighbor in every building that has nothing to do but spy on their neighbors all day. Unless someone is going to be home with the dog, every day, all day, there is a big chance (almost a certainty) that the dog will make noise at some point during the day. I hope I've given you some things to think about.
If you must get a dog no matter what anyone tells you, you'd be best getting an older dog that doesn't mind hanging around the house all day. Be sure to get one that is very, very low energy, or else it will be driven mad by the lack of exercise. You also might consider a pug, or other short-nosed breed. They tend to be OK with little exercise, but be sure to get an adult dog and not a puppy. Puppies are noisy, no matter what breed they are.
There's no reason why you can't get a dog when your living situation allows it, and the responsible potential pet owner knows that sometimes it's just not a good time to get a dog.

The Basenji will do okay in an apartment if it gets enough exercise. It is very active indoors and a small yard will do. The Basenji is happiest when it is kept with two or three other Basenji; they will not fight among themselves.The Basenji need vigorous daily exercise. They have a tendency to become fat and lazy unless the owner is consistent about it.
The Basenji washes itself like a cat and has no doggie smell, so very little grooming is needed. This is a good dog for people with allergies. This breed sheds little to no hair.

Shih-tzus tend to be very quiet - and are very bright. Most would not even think of barking at a visitor near the door -- unless another animal has taught them how to be an alertist. You may want to read up on the breed -- but I suggest that you find a building that allows dogs - because with one "peep" they may ask you to leave...

All dogs will bark. All dogs also need to be taken outside regularly. If you live in a building that doesn't allow dogs you obviously need to move before you consider getting a dog which you will then have to get rid of when it's discovered - and it will be!

A Basenji is a barkless dog. It is a small hunting dog from Africa. They don't bark but they have a type of a scream. But it is not heard very often. I don't know much about the breed. The dogs, that I have seen seem really nice but not the type to sit on your lap. Anyway there is plenty of web sites to look up the breed.

In my experience miniature Schnauzers, hardly bark and are small dogs.

usually the smaller they are the more they yap loud. That would have yo out on the street pretty quickly and the landlord might say that he is going to keep your secuity deposit to pay for an exterminator flea-proofing the vacated apartment.
