I'm gathering you're talking about yourself here, but anyway, you're "friend" needs to step up to the plate and be aggressive. He can't sit back and wait for a girl to come up to him.
He needs to go after a girl he likes and ask her out, it's not that hard. What's the worst she can say? No?
If that's the case, you (I mean he) just needs to move on.
