I'm not a science specialist so I can't address any causation issues. From my general understanding though, a midget is a little person whose features are in proportion like those of "normal" people. In contrast, dwarfs have features that are not proportionate to those of "normal" human features. Dwarfs often have larger heads and torsos with smaller arms and legs.
I hope this helps answer your question. If you want a visual reference you might try searching the web for photos of Billy Barty, a midget actor of yesteryear, and Herve Villachez, the dwarf who played Tattoo on Fantasy Island years ago. Both are now deceased but if you can find full body photos of them you should understand the difference.

A midget is a perfectly porportioned miniature person while a dwarf is the more disproportionate individual you see that is small but has a very large head and under-developed limbs. In cases of severe dwarfism there is more evident deformity.

An achondroplastic dwarf has normal pituitary function with a deep voice and masculinity. It is a genetic defect.
A so called midget lacks pituitary growth hormones and may lack other masculinizing hormones.
