No. He told them love them without condition. Agape love it is called. And by the way someone above answered FEAR of God. However, most of the time the Bible talks about fearing God... It has to do with reverence, not fear as we think of it. People who do that will never see anyone come to what they believe in because it is not the right way. The Bible says the gospel does not need dressing up. Jesus died for us. It is a fact accept it or not --that is your choice. Besides don't they know, if you come to God only because you are afraid of hell God knows it too.

Jesus Christ in Luke 16:15 Said"go into the world and preach the Gospel to every creature.
As King David said in psalm51:3 for I know my transgressions and my sin is ever before me.
None of us can measure up to God's perfect standards.
1Peter2:24We are born into sin Psalm51:5
Psalm51:7 David asked God to purify him with hyssop.
Isaiah 59:2 he knew that his sins had created a bridge between God and himself .
David knew that he couldn't do anything to solve the problem himself,therefore he approached God to intervene.
Isaiah6:3 Speaks 3 times of God's holiness.
Jesus Christ was mankinds substitute on the cross which solved this problem 1 Peter2:24.
By His stripes we are healed.
No man can instill faith into another we are not God.
I don't see how any of this can be seen as terrorizing!
John 3:16 the Gospel is good news .

Well yes.. Hell did not exist in the old testament. Hell was introduced into the Myth by Jesus (Or whoever organized the Bible.
