Many new programs, such as WordPerfect, already comes with the conversion program. But, you cannot work with the converted document, only read it using the Adobe Reader. You need Adobe Acrobat to make adjustments afterwords, such as adding or taking away pages. I can create pages using different programs, such as WP, MS Publisher, and Corel Draw. You can also create links to web page, video files, and other things. You can create a signature box, which can be used to have someone sign the document electronically, than send it back, which has been legal for five years now.

Download PDF Creator from:
http://sourceforge.net/projects/pdfcreator/
PDFCreator easily creates PDFs from any Windows program. Use it like a printer in Word, StarCalc or any other Windows application. Instead of printing to the printer, it "prints" to a PDF file.
It's free, open-source. It's a trusted open-source program, so you can be assured, that there is no spyware/adware.

I found a program called DeskPDF that works beautifully for me. It installs as another printer driver on your computer, then when you print a created document, or, scan any document, you just go to File>Print and choose deskPDF as your printer. It doesn't actually print, it creates the pdf file, bringing up a window so you can name the file and save it whereever you desire. The program is downloadable, costs just 19.95 and has worked like a charm for me. Go to Docudesk.com to download.
