We met in April and at that point he didnt ask me out. So iasked him where this was going. He was apologetic and said he was in between moving jobs and would contact when he was settled in. He finally did and has mentioned meeting up but not asked me out. Now I'm fustrated, should I ask him straight out or leave him to ask me.

There's no harm in asking him out. Some guys are just shy and really don't know how to go about asking a girl out.
