New rules just came in to force in Uk this week.

The words preferably in the rear appear often regardless of car seat booster seat or booster cushion, this is because if your kid is in the front, and under 1.35m, you need to de-activate front passenger airbags, and reactivate them when you have an adult in, and people tend to forget. Death by airbag for kids is common enough.
The more important rule is hee haw o do with age, if the kid is over 135cm it can sit in either passegner or rear seats without the requirement of a child safety restraint, so the age is irrelevant now.

In the UK children above the age of three are allowed to travel in the front of a car if they use the appropriate seat or cushion and there is no danger of being hurt by the airbag.

It mainly depends on the state/country you live in. Various countries have different vehicle rules and regulations. But as per the UN, the age accepted for minors to sit in the front seat of a moving vehicle is 12 and above.
Either way, check with your local legislature first.

Hi, are you in U.S. or U.K.? If in the U.K then basically they have to be in a car seat until they are 12 or 135cm tall. They are fine to be in the front seat from any age, just as long as they are not in a rear facing car seat if you have airbags, because any impact would harm them. Basically just use your discretion. The instruction printed on the cars visors usually say children under 12 in the backseat.

There isn't one. The same laws apply as in the back, except it is illegal to have a rear facing baby seat if there is a passenger airbag.

In the UK it is 12 years old or whenever they reach 135cm tall
They have to wear an adult seatbelt and YOU will get fined £40 if they are caught without one. Once they reach 14 it is the child who pays the fine.
