can you delete windows hotpixs from add and remove programmes without harming anything else

I think you mean hotfixes. Assuming that hotfixes are the software patches for the known bugs which are needed to fixed urgently to avoid in spyware or worm viruses penetrate your system.

Do not delete any hotfixs. They are your Windows updates and security patches. Your computer will be at risk without them.
