S/he doesn't get enough exercise (play time) so s/he has to use up her energy playing up predator to what is moving.
Get your cat toys and spend at least half an hour, or better yet two sessions of 20 minutes each, to play with you cat DAILY! After s/he's used to playtime, if s/he still bites your feet, whenever s/he does, just hiss or yell - any sound that will startle the cat. And make sure you praise your cat when s/he hunts for the toys you are moving.

It depends on the context. If he's laying there relaxed and licking and biting your feet, it's probably a grooming ritual (because he loves you), and likes the way the salt on your skin tastes.
If he's running at you while you're walking and attacking your feet, he's simply playing. This often begins in kittenhood and, without disicipline, continues into adulthood.
Make sure he has plenty of cat toys at his disposal, and play with him regularly. Along with this, carry around a spray bottle with you....when he attacks your feet, squirt him with a small blast from it. With consistancy, he'll learn that your feet are not acceptable playthings.

Poor thing sounds like he may need feeding.Or then again do your feet smell like fish,cats do love fish you know.
