Is there a list of Picasso's artwork that is in the public domain?

Since he has not been dead for 70 years or more, none of his work is in the public domain. You can expect that the most popular images will be re-licensed by his estate after that, to make sure that you can't just print "Picasso" onto every t-shirt and mug.

I doubt if any of his works are in the public domain, but it's hard to be sure about that. He died in 1973. But I'm not sure when he first started painting. the copyright laws have changed over the years, and some of his early work might not have been protected. It looks like it depends on how he and his "people" handled it.

plenty galleries in spain with picasso, prada gallery in madrid also picasso gallery in Malaga spain, which was also his bith town.
