I am going to answer this question because I am a resident of Israel and also I am a Jew. the answer to your question is "Yes" because I go down to elat every weekend and either scuba dive or swim because it is one form of excercise that is ideal for us.

Frankly, Sinai,Egypt is better for diving, although Eilat is excellent as well.
Most of the people who answered forgot to mention a little problem in Sinai which is 5 terror attacks in the last one and a half years killing about 200 citizens and tourists, the Egyptian authorities themselfs admit there are Alqaida cells there that havent been caught yet.
Eilat is safer, has many many attractions, and also much more expensive then Sinai...
If you do choose to go to Egypt, stay away from big crowds and open your eyes, if you act smart, nothing should happen to you.

Dahab (Egypt), about half way between Eilat and Sharm el sheik is a wicked place to learn to dive away from the hordes of British/Russian tourists in Sharm and the full on Isreali experience of Eilat...its (at the moment) a laid back, friendly place and the package types tend to stay in their gated compounds (ie Hiltons et al). Try the smaller hotels (Bedouin Moon is excellent with views over to Saudi) and Reef 2000 dive centre is run by a British guy with excellent Egyptian, UK, Aussie, Dutch & German instructors who really look after you and make you feel at home. Oh, and its really cheap too and the dive sites are generally uncrowded.

I loved the Great Barrier Reef in Australia, and have also dived in the Red Sea via Egypt. If you go to Egypt then I recommend researching your resort and accomodation - you can get 5 star luxury for cheap or end up in a horrible resort like the overhyped Na'ama Bay in Sharm. Is Elat is on the Red Sea, then it should offer the same as Egypt - lots and lots of sea life and coral.

The best place in scuba diving is in Sharm El Sheikh city or Hurghada city at the red sea and both of them are in Egypt.

Anywhere on the Red Sea Riviera is excellent for scuba diving - a bit like fish soup! Another truly excellent place is the Maldives, more expensive but a step up the relaxing/luxury ladder from Egypt.

Elat is great! I can't speak to the other places, because I really haven't been there, but I absolutely loved Elat--they have some great diving opportunities.

It's Eilat, and no, it is not the best place to scuba dive! Some better places that I know of include:
Belize, US Virgin Islands, Egypt and west bank of Red Sea, New Zealand, Australia, Thailand, most of the Pacific.

Yes, Sharm el skeik and Okinawa are the best places, much better than Great Barrier Reef.
