A machine tool is a machine that converts the shape of the work piece through cutting. A machine tool is a part of machine family. Other parts of the machine family are metal forming machines such as forge, metal drawing machines etc. Even a fan is considered to be a machine but it is not a machine tool

In contrast to this a cutting tool is the one which is used for cutting the work piece in a machine tool

Machine is the most general term, for example, a car is a wheeled, driving machine. Machine tools are referred as original machines that manufacture metal, wood, plastic components, i.e. metal working machines, wood working machines, etc... It has "tools" in the term because the tools are needed by the machine to accomplish the job. Tools are just tools, they can be hand tools such as screw drivers, or machine-used tools such as a milling cutter.
