Countries such as the US have protectionist policies toward the environment, but not conservation. By this I mean they have a lot of feel good laws that protect the local environment, but nothing saying we can not go elsewhere to get what we need from people who are willing to exploit it. This in combination with a system that may be corrupt and people acting in desperation are willing to sell at low prices for short term gains while ignoring long term sustainability.

Quite a lot of countries rich in natural resources have a large percentage of "poor" people.
A lot of times it have to do with a corrupt government or the monies not being used properly to assist in developing the country.

They have a multi cultural, multi lingual country with corrupt left leaning governors. Mexico is in much of the same fix.
