Yes, "slope" can be used as a verb. For example:

The mountain road sloped downward.

The word "slope" can be both a noun and a verb.
e.g. Noun. It was hard work pushing the broken down car up the slope.
e.g. Verb (1). The old barn had a steeply sloping roof.
e.g. Verb (2) The little boy decided to slope off and play without doing his homework first.

Yes, the horizon can slope, go downwards. Or you can slope off to work for instance.
