According to the Bible: All who have sinned. In other words, if we have fallen short of perfection (which we all have done) we have forfeited our place in Heaven and earned eternal punishment. I'm not sure where our Western society got the idea that some sins are worse than others, but it's not at all Biblical. The Bible teaches that in God's eyes, anyone who has harbored anger in their heart towards another person is in need of forgiveness the same as a rapist or murderer. Actually, the word 'sin' doesn't mean an evil deed or disobedience to God. It's an archery term meaning to miss the bulls eye. It didn't matter if you missed the bulls eye by an inch or ten feet. If you sinned, you lost. That's the Biblical concept of forgiveness and grace.

Not sure who needs forgiveness the most, we all need it.
I believe the person who deserves forgiveness the most is one who sees the error of their ways and is truly sorry for their sins.

We are not to judge what it is that men do as being evil in the sight of God,
no one is free from sin
God ... is the giver of all laws.
Only He is qualified to make a judgment about sin. ...
" In the eyes of God a sin is a sin ,"be it murder, or bearing false witness its still a sin
" forgivenessmust be realized, and then asked for , with sincerity by the asker, then action must be taken..
ie.asker must turn away from the previous action or thought processes pertaining to the end result of undesired action..ie "sin" .
otherwise "sorry and forgiveness" are only words. without substance and action.

Tricky question having to pick ones of these 2 guy's... but - nothing personal against The Pope - the fact that I am a Protestant instantly makes me say him.. not however for the recent reason regarding the Muslim Comments.. Bush has made some good moves & a few bad ones..but at least he is not a Tyrant.

Everyone on the face of the planet.
All sin is the same to God. Romans 3:23 say's 'All have sinned and fallen short of the glory of God.'
So I am, you are too. Thankfully Jesus died for the sins of the world. If you confess your sins he is faith and just to forgive you and cleanse you from all unrighteousness.

The one who needs it most-is the one who rejects the gift of salvation thorough faith in Jesus Christ's atoning blood and resurrection victory over sin,satan and self.The bible tells us there is a time when the Holy Spirit will no longer strive with a person.
Thought: Praying for someone's salvation is not primarily that they be saved but because your name, Lord, is being blasphemed by their ongoing unsaved state.
Shadow W your answer is correct in and of itself but he they asked who needed it most (if one could single out anyone, which, we know we can not do that but technically the question is in the key word "most" thus my answer.
