no good unless they actually open and close and fit the window. some people fit decorative ones which do not move, these are the ones which look tacky.
Our shutters work in two ways, one, they open out sideways and clip on the wall, like normal. Two, they also hinge at the top so we can push the bottom out, letting in air but shading the room from the sun.

Swing them back and forth and see if you can get the house to fly..j/k but we really need more info then that. Are you trying to refinish them, rehang them, what? Be a bit more specific.
