buy a dictionary and start copying from A to Z.

Depends whether you just want to be able to read and write, or to speak fluently.
All the answers about reading, films etc are great for the first one, except the newspapers, they are very hard for somebody unaccustomed to their lingo.
But speaking you can only improve by practicing, preferably talking to competent native speakers.
In most places there would be conversation courses for that, if your language is not too "outlandish".

Whatever language - whether it's your own language, or one you're learning - when you read or hear a word that you don't know what it means, look it up! If it seems like a word that you might use, USE IT! If you frequently encounter words that you need to look up, keep a list of the words and their definitions, and review it now and then.
I have a program that I downloaded online for free called WordWeb, and I use it a lot to look up words that I don't know. I've used it for words I find online, words I've seen or heard on t.v., homework, etc. It doesn't have all words, but it's pretty darn handy. :)

if you can spend time in a country where the language is spoken! or try to have conversations (language club, etc) with native speakers.
try to listen to pop music or any other music with lyrics in that language.
watch movies in that language, subtitles are helpful.
read magazines, websites and crime, romance novels - easy to digest stuff in the foreign language. Doesn't feel like "revising" then.
I did all of the above and I do believe it helped.
Hope you will find these ideas helpful.

try to keep your memory active, and don't memorize the word alone, memorize the full sentence you get it from.
Don't be surprise if I told you to write the sentence twenty times to memorize it…
Also read interesting stories and novels which can attract you to read more…
Good luck
