By the technical definitions, yes. The Hitlers, Stalins, and Bin Ladins of the world. But you are probably asking about a smaller scale. Did Ted Bundy or John Wayne Gacy murder multiples? I don't think so. Criminologists will say they are two different psyches.

They are countless. Hitler, Idi Amin, Jean Bedel Bokassa, Mengistu, Taylor and so on. Most are dead. For the few surviving ones, the devil cant wait to usher them into his abode.
